ED Conducts Raids in PMLA Case Against Educational Trust: On October 17, 2023, the ED (Enforcement Directorate) initiated searches in the regions of Jammu and its neighboring areas as part of a money laundering investigation.

This probe is focused on an educational trust associated with the wife of former Jammu & Kashmir minister Lal Singh and a former government official. The investigation revolves around alleged irregularities in the acquisition of land for the establishment of the trust, according to official sources.

The federal agency conducted raids at approximately eight locations in Jammu, Kathua, and Pathankot, Punjab, in connection with the case involving the RB educational trust, its chairperson, Kanta Andotra (Lal Singh’s wife), and Ravinder S, a former revenue official.

This money laundering case has its origins in a charge sheet filed by the CBI in October 2021. The charge sheet alleged collusion in the transfer of land between January 4 and January 7, 2011, without specifying details concerning the violation of the ceiling limit of 100 standard canals, as prescribed by Section 14 of the Jammu and Kashmir Agrarian Reforms Act, 1976. This, in turn, provided the trust with an undue pecuniary advantage.

The charge sheet further revealed that the trust obtained several parcels of land, totaling approximately 329 Kanals, through three gift deeds executed on January 5 and January 7, 2011.

Sources indicate that the Enforcement Directorate has uncovered evidence that the trust has been actively utilizing the excess land to operate DPS Schools and various commercial ventures.

The locations subject to the search on Tuesday encompass properties linked to the trust, its chairperson, the donors of the land, the power of attorney holders acting on behalf of the land donors, witnesses who were involved in executing the deeds, and the patwari who inappropriately issued fards, enabling the RB educational trust to complete the deeds.”
